Ya, I'm thinking of the tire inside
the swing away arm instead of on
the outside, and get the holes to
align with the stock holder to locate
it as close as can be, but not touching

With your vehicle going a little higher, using larger tires, figure the weight you'll have to pick up to put the tire up there. Do a swing down tire carrier. Mount the swing bearings about midway in the weight when tire is up. This will help lesson the overall weight you'll be lifting to lock it down. Then add a skid plate to that (was on a mag cover couple months ago).  I really don't think you'll need a skid plate for the gas tank, being that high in the frame and under the floor. I'd add access panel to get at the top of the tank for whatever reason.
Then on the design and layout for the bumper, cofigure so that the swing down bearings can be mounted centered under the weight of the tire, have clevis, rolled lip for hi-lift, etc.

To be a little different than most others, hehe, add a rear only exo-skeleton tieing into the rear bumper, rear cargo, etc. (Similar design that of the Defender90 but with some added exterior support.) to your front interior cage.

There isn't enough room to get a tire in the frame
for a swing down carrier, and if it doesn't get in
the frame I think it might be lower than the tank
that I have now  :-/

The tank skid is also serving as a mount plate,
with straps going over the tank to secure it.

I was thinking about a swing down mounted
from the bumper but I think it will be in the way
more when I get into the back

I may get into an Exo cage, not yet tho,
that will be for some future time when I
plan on grinding the Exo on the rocks

What, and avoid a body by Moab?  :D

You shouldn't have to build a new tire carrier.  Just make sure that the tire will clear the new bumper design before you make your final welds.  I failed to do that on my old YJ when we built the new bumper.
