Advice on Lifts and tires/clearance problems

I've got a relatively stock 86 Samurai with a rear Locker and lower transfer case with a stock suspension. The M+S tires I have are getting chewed up on the rocks here in the desert. I use a 215 75 15 and the rims I think are 15x7 maybe 15x8 (I need to dismount one and check).
I'd like to go more aggressive with tires and get a tire with a tougher sidewall. I found some Super Swamper TSL in a 29 x 8.5 x 15 size,...which should be pretty close to the size I already have. The Super Swamper Thornbird comes in a 29 x 10.5 x 15 size and looks even better,...much more aggressive. Since it's 2 inches wider I'm concerned about clearance issues. Would a longer shackle work to improve body/suspension clearance? I found some shackles that are 1.5 and 2 inches longer than stock and they are relatively cheap. Will I need wheel spacers?
Do I need to worry about the pitman arm and steering problems with a modest lift? Since I'm only lifting one end of the spring I'm thinking that a 2 inch longer shackle only raises ride height by 1 inch,...yes?
Looking for advice on whats been doen successfully in the past. Also looking to stay on the more inexpensive side.

I run the 2" shackles in mine and did some generous hammer work in the innr wheel wells and they still rub a little at full articulation. I'm running a 235/75-15 about 28". Next least expensive step I would do would be a 2" spring. OME or Deaver, any thing longer shackel wise will cause odd handling quirks and bad pinion angles.
