#1 - are you SURE that's the gas mileage you're getting? Do you know if your speedo has been corrected to match your larger tires? Are you adjusting for that?
30" tires will reduce your gas mileage, but it shouldn't be killing it like that.
* Your #1 problem is your shifting WAY too early. Every engine has an RPM range within which it's running most efficiently. In 1.3 and 1.6L Suzuki engines, that range BEGINS in the low 3000 - so you're shifting JUST when the engine is starting to be efficient.

The mods you did will FURTHER compound your problem with shifting too early. At least 3 of your mods HURT low RPM power / efficiency, but help you GAIN mid & high RPM power / efficiency.
* It also depends on how QUICKLY you're trying to get to those shifts. If you're depressed more than 1/3 of the gas pedal during accelleration, you're going to suck down more gas (acceleration is the #1 driver controllable factor of gas mileage).
* Are you driving in heavy traffic, or up & down a lot of hills?
* Are you keeping up with your maintainance schedule (oil changes, plugs, wires, valve adjustments etc)?
* How "fresh" is your engine? Is it high-miles? Was the person before you hard on the engine (by bogging it down by shifting too early, or accelerating too fast, or carrying too much weight

)?
* What brand of tires? If you're running a heavy bias-ply M/T tire, it could be heavier than a standard 30" tire, and rotational mass KILLS gas mileage / acceleration / breaking distance.

* Performance radiator? What the hell does that mean?
* What's a "Flashing EGR"? Are you talking about a flashing "check engine" light? If so - your engine could be running rich (kills MPG & destroys engines in a hurry).
There's no such thing as a high-performance & fuel efficient vehicle. They're one or the other. You'll have to decide for yourself what's more important to you: Going fast, 4 wheeling, or fuel economy.
