What "DIY section" ... none of us see this mysterious "DIY section" ...

Have you checked that it is visible by non-admins?

logout ebewley, create a brand new user (shmo), login and user schmo, and try to find the new section ...

I see nothing wrong. Try clearing your cache (f5 with ctl pressed).
