Seems like it's always some thing. Fix one thing and another goes..... 

Anyways i have always had a bit of a soft pedal, and after 1-3 pumps the pedal stiffens up a bit. But today the pedal went to the floor, and the brake light came on. After a couple of pumps it came back up ok. If i hold the pedal down it does not slowly go to the floor, it holds fine. I just recently had all the brakes / lines inspected for a vehicle inspection report and everything is near new, and dry, and the master cylinder is full. I did search and could only seem to find the opposite problem where the pedal seeps down when held. Any ideas what i should be looking for here?

EDIT: I just went out in the tracker and noticed something. If i press the pedal very slow it almost goes to the floor before engaging (but light does not come on) If i slam on the brake pedal it works somewhat normal.

Almost has to be the master cyl.

Guess i should ask, i have a 89 parts tracker with a good MC, but my 91 has RWAL on it. Can i use the 89 master cylinder?

Brakes are something you don't want to skimp on.  I'd go new.  Or at least do the used switch to see if that is the problem and then go new.

The RWAL is just a valve actuating on the rear brake line by rear axle position vis-a-vis the frame.  If you nail the brakes hard and the rear end raises (so the axle is farther from the frame), the valve figures that's weight off the rear axle and some rear brake pressure is cut.  At least that's how it worked on my '03.  It had nothing to do with the master cylinder, so if it fits and is in good shape, it should work fine for you.
