Cutting into the hood

I have a cone air filter


It I cut vents into the hood

will that bring air in while driving? 

or will it push air out?

With the fan pulling air in from the front, and forward motion, and hot air wanting to rise, a hood vent will most likely let air out.  Which isn't a bad thing.
 
If you NACA duct or scoop it, you may reverse that.

Lets hot air out at speed and standing... good things. Also keeps intake air temp down also a good thing. some of those high performance reverse duct cowls pull air in but don't hope for much on that score for your kick.
