So i have a 1.6 16v in my samurai running on propane with an msd crank trigger 6al box and timing computer... I have one question? What will a 1.6 16 v rev to safely?

Stock internals = stock red line. I wouldn't go higher than that without beefed / lightened internals. If you want revvs, the 1.3L is a better engine for it, since is's boar / stroke are under square (like the 327 vs 350).
