Fuel delivery or electrical problem???

Having a problem with my Sami, seems to come and go without purpose.  I will try to describe it the best I can:

It can happen when I first start driving or 45 minutes into a trip.  I am going down the road and all of the sudden when I push down on the gas the sami bogs down.  If I let up on the gas it will remain idling but runs roughly.  So I pull of to the side of the road and shut off the engine and then start it again...sometimes that fixes the problem and it will run normally again, sometimes I am sitting there trying to figure out what is going on for 15 minutes starting it and shutting it back off again before it randomly starts running right.  When it's doing this it starts just fine but runs rough and will bog down as soon as gas is applied. 

I thought fuel delivery problem at first because it really seem starved for fuel when it's doing it, but I can shut off the engine, when it's having the problems, and start it again immediately and sometimes it goes away...it really seems like if it was fuel delivery it wouldn't just go away like that.

Things I have done already:
-Changed the fuel filter
-New plugs and wires
-New(used) ECM
-I have a fuel pump at the ready to go in but haven't done it yet
-Drained the fuel and put in fresh fuel (in case it was water in the fuel)
-I just ordered a carb rebuild kit, thought maybe the accelerator pump was giving me trouble

The next thing I am going to try is to go over all the wiring and check for bad/loose connections.  I just really don't know what direction to head with this one.  Has anyone experienced something like this before??

Any advise would be appreciated.

Fuel.

I had a problem like this on a bike many years back - turned out to be some crap in the float bowl that would float around and partially block the main jet every once in a while.

Pop the top off the carb and make sure the float bowl and the jets are clean.

Sounds like fuel but you might also want to check your vacuum lines and EGR while you are under the hood, good luck.

Definitely sounds like a fuel problem to me!

i had the exact same problem in my sami but i have a 1.6 in it.. you described the problem right on and in my case it ended up being the fuel pump
