If the Calipers are good and fluid is flowing in the lines then the next step is the master cylinder

does the toy axle have v6 calipers on it?

if so your master cyl may be too small, it happend to me when i did the v6 calipers conversion on my sas toy axles.......

What do you mean - can't get the front brakes to work?  They don't work at all, or you're not happy with how they work?

You say you bled them, so I have to assume that fluid is flowing freely from the bleed nipples on the front calipers.

If you have the wheels off the ground and someone steps on the brake pedal will the wheels still turn freely (brakes not working at all) or will the wheels turn with some resistance (brakes not working properly) or what?

Once fluid is flowing for the brakes not to work at all would indicate the pistons stuck in the calipers - either replace or rebuild.  If they work to some extent, check the caliper slide pins they may be binding.
