If it is a piece of junk when you buy it, you will learn how to fix it and make it reliable. It is a productive endeavor, one which you will learn from and be rewarded by.
As far as dangerous, I totally disagree. I've owned two since 1986, put many, many miles on both and never had a problem. It is like anything else you could drive or buy used...disrespect the machine or its operation and bad things WILL happen. I take my 12 year old daughter wheeling w/ me. We drive to and from the parks and if I even sniffed an ounce of danger, she wouldn't be anywhere near it.
