Usually the belt tracks towards the inside, and why there is a flat washer like surface
to keep it from rubbing on the engine.

By chance did you remove and replace the crank cog? and if so might it be on backwards?
I'm not sure if the crank pulley will bolt up to the cog if installed the wrong way, also is the
crank pulley installed? it should keep the belt centered where it should be

Sounds like a problem with the crankshaft pulley.

I did have the crank pulley off and I think it can go on either way. I will flip it around and try that. Thanks for the help.

if I remember correctly it will go on both ways, but the timming mark is only on one side. I have the same problem with my 16 valve. the belt is just ridding on the timing cover.

The lower cog is not reversable.  The crank pulley keeps the belt from coming off the lower timing cog and the cam pulley.  Put everything back together and don't worry about it.

The belt is riding off the crank cog by almost a quarter inch. I don't think the timing belt cover will even go on. I have to do somthing?

Push the belt back on the cog.  If you can't push it on with your hand/fingers, put the crank pulley back on and use the bolts to draw the crank pulley up to the cog, to push the belt back on.
The pulley keeps the belt from riding off the front of the cog.  If you rotated or started the engine without the crank pulley in place, the belt will normally walk off the cog a little bit.

OH! I get it. The crank pulley holds the belt in position. problem solved, "THANKS".

When you say crank pulley, do you mean the tensioner pulley. When I noticed the problem I put a new tensioner pulley on and it did not fix the problem?

No, I mean crank pulley.
What "problem" did you notice?  The belt running off the front edge of the lower timing belt cog?  If so, like I said, the crank pulley keeps the timing belt from walking off the timing belt cog.  If you put the crank pulley on the timing belt cog, then there is no way for the timing belt to walk off the front of the cog.

I can't believe how much time I spent on this problem after I rebuilt the head, and did not realize to put the pulley on.
