The only other thing I could add would be some type of restriction in the intake of air.

they have a recall on the pcv valve on the 90 kick and its
a problem with the lines colapsing in on themselves. and as far as the ot goes just because its new doesn't
meen it's not broken. good luck.

My 97 sidekick 1.6l 16v just passed california emissions with fling colors with 31's on it and it's an automaticic. vehicle was not even warmed up all the way. so i don't think the tires make a big deal with smogging. it didn't do anything with my test. i wish i had some more helpful hints for you but i don't sorry! goodluck!

on the test, they bring the car up to 40 km/h.  if you have larger tires, it will absolutely affect the test.
A pvc lets your engine suck the oil fumes out of the crank case.  should also have a way to let fresh air in the crank case, some sort of filter somewhere, not sure where.  If said filter is dirty, all you suck in is dirty air or the crap that goes by the piston rings.  will not suck fresh air through.  
Check timing, make sure is adjusted properly.  run tank low and fill up with 94, do a lot of highway driving and make sure truck is hot (cat is warm) when you get there.
