When I found the flares for my Tracker they were extremely oxidized and pitted. I bought some 600 grit sand paper and sanded them down. I then sparyed them with some spray paint formulated to adhere to plastic. After the first coat I wet sanded them it 1000 grit and spray 2 more coats. The came out looking great and my total investment was an afternoon and about $12.00. I did the same for my front bumper. The bumper was faded, but other wise in good shape. I sanded it down and painted it black to match the flares. It's easy to touch up and looks great.
