Bad Flat Tow

Hello, I have an 1986 Samurai. The problem that I have is that my Sami is not following when I tow it. When I turn RV to the right or to the left the sami's tires are turning to the opposite direction. Previous owner said that he never had issues towing this car. He said that he lift it to 2" or 4" in. ( I cannot remember ). He put 4 new oversized tires Dakota M/T Definity LT235/75 R15. And after those changes he didn't tow it anymore.  I'm attaching a photo so you see where he was attaching the tow bar to the sami. The tow bar is homemade that attach to a 2" ball. I wonder if someone had this problem before. Any help would be very much appriciated. Thank you for taking the time to read this post.

I've never had any problems flat towing my samurai. I have no lift though. But it has 225/75r15 tires. You have the t-case in neutral and the trans in 2nd gear?

 Towing procedure is second gear transmission neutral on transfer case and ignition key turned to the accessory position so that your steering doesn’t lock.
