carb problem (fixed)

went to get it smogged today did great at idle but above 2500 rpm's ran way to rich has a new tuneup on it new cat, o2 sensor ect runs great new carb is $400 any ideas to help it pass also egr is working great the tech said the carb needs a rebuild also i'm in california so i need to keep the stock carb on ect

Sometimes a mix of Ethanol and Gasoline will
lean out and clean up the emissions, saving
you a rebuild.

Me and carbs just never see eye to eye, so I
would try to get by with a gallon of gas and
a gallon of Ethanol, you can get Ditto fluid at
some school supply stores, this is probably the
best price for the stuff, or was that Methanol
in those cans, I can't remember now, but I
remember thinking hmm cheep source for
engine alcohol.

more info as the motor warms up you can see the exhaust pipe turn black with carbon when its cold the pipe is pretty clean and as it get warm more black carbon shows up

Sound an awful lot like the choke needs cleaned up and re set...
