Window Wiper Removal?

I'm trying to remove the wiper arms from where they are bolted down.  I removed the bolts with a ratchet, but they seem to be stuck on there real good.  Is there something else I gotta remove?  Maybe a little WD-40 to penetrate them?

I want to move the windshield washer fluid sprayers and attach them the actual wiper arms like many of the newer vehicles have.

WD-40
     A lot of patience and a little wiggling...gentle, alternatively a little very concentrated, careful heat (butane pen torch). Don't start a fire....etheir way be very careful or the job gets bigger,

A small 2 jaw puller might help.
I've got my arms off before, but
they popped off without incident
