The best I've ever done with my 4wd '96 is 30mpg.  That's with the tires pumped tp 32psi and driving it like I have an egg between my foot and the gas pedal. ÂÂ
If the tires are at factory spec of 23 psi, the mileage drops down to about 25mpg.  It's a trade off.  At 32psi it rides like a rock.
But, 38?  Maybe it's within the realm of possibility, but he's in Colorado Springs, and I doubt it at that altitude.  I guess not all fairy tales begin with, "Once upon a time..."
If only it weren't so PURPLE...
