Ask the dealer you got it from for a good topcoat for further
UV protection. It will slow down the UV deterioration which
will happen in a couple years.

Any chance you can use a quality camera to take a few pics, close up of the texture and overall instead of a phone pic.

If you have a local vinyl shop they could probably make you one.  Just get it reversed, put on the sticker, paint the center, take the sticker back off.

I don't think a sticker will stick to that stuff...

same idea:
maybe a sign shop can make you a star from coroplast you can trace?

My 2 bits of experience.....
With That extreme of surface texture, you should have maybe "Reverse" painted the G.I. Star Logo,
(Painted a flat White "Field" first, then applied the Star "Mask", Then Painted the O.D. Green)
All is not lost.... make your "Mask",... use extra over spray protection, Shoot your Flat white from a good distance
from the "Mask" in several LIGHT COATS, MINUTES APART !! You will still get some "Fuzzy-ness", but it usually will
disappear n short time as the over spray around the "Mask" is a "Dry Paint" and will wash off.
